I have the honour to acknowledge
the receipt of your despatch of the 2nd. instant stating that yo
had received a communication from His Excellency the Governor of
Hongkong with reference to the murder and robbery of two Indian
Police Officers in the New Territories of the Colony of Hong-
-kong. Liang Tou one of the men concerned in the outrage had
been arrested by the Hsin An Magistrate and His Excellency
desired you to be good enough to apply to me for the extradi-
-tion of this man to Hongkong for trial.
I have just received a report
from the Esin An Magistrate from which it appears that Liang
Tou has been summoned by the Magistrate and has stated that he
is a native of Lin Ta'an in Taipo. On the 20th. of August last
his cousin Liang Chao-sheng told him to go with him and carry some things to Lin Ts'un Ao. Then Liang Chao-sheng and himself
arrived, they found three men waiting, named Mai T'ien-fu, Hu A-
-tsa and Liang Fu. Just then two foreign constables and a carry-
-ing soolie walked up. Liang A-fu and party stepped up and
forcibly robbed them. One of the constables was killed by
Liang A-fu and the other was wounded by Hu A-tsa. He, Liang You, was frightened and ran home and subsequently received a share
of the money - $35 from Liang Chao-shang. He had in no way ben> a party to the lot nor had he assisted in the robbery.

The prisoner thus having confessed
that he had received part of the booty, he should be tried and
punished accordingly, but I have the honour to observe that, although Kowloon, Taipo and Lin Ts'un have been leased to Great Britain, the territories are merely held on lease and are
not on the same footing as lands belonging to the British Crown.
